13-27: And those who do not believe say, “Why is not a sign sent down on him from his Fosterer?” Say, “Allah certainly leaves in error whom He wills and guides to Himself those who turn (to Him),

13-28: those who believe and whose hearts find peace in the remembrance of Allah. Beware! hearts do find peace in the remembrance of Allah.

13-29: Those who believe and do righteous works, for them is pleasing good and a beautiful place of return.”

13-30: Thus We have sent you to a community, before whom other communities have passed away, that you may read to them that which We have communicated to you, yet they do not believe in the Beneficent (Allah). Say, “He is my Fosterer, there is no god except Him, in Him do I put my trust and to Him do I turn.”

13-31: And if there were a Quran, with which mountains could be moved or with which the earth could be cleaved asunder or with which the dead could be made to speak (even then they would not have believed). No! the command is wholly Allah’s. Then, do not those who believe know, that if Allah had willed He would have guided the whole of mankind? And as for those who do not believe, disaster will not cease to afflict them because of that which they do or it will alight near their houses until the promise of Allah comes to pass, Allah certainly does not go against His promise.

The disbelievers asked for a sign from Allah, a miracle to be shown, Allah answers their question by instructing his Prophet (صلى الله عليه وسلم) to say: whoever Allah wants to misguide, He leaves them in error and He guides those who believe, whose hearts find peace in Allah’s remembrance and their place of return in the hereafter is beautiful.

Even after the message that was delivered by Rasoolullah (صلى الله عليه وسلم) to his community, they did not believe in the Beneficent (Allah), so Allah instructs His Prophet (صلى الله عليه وسلم) to say: My Rabb (Fosterer) there is no ilaaha (Supreme Authority in the Universe) other than Him, I trust Him and turn to Him.

Speaking about the miracle requested, Allah again answers the disbelievers that the Quran is His miracle, and if through it mountains could be moved or the earth was cleft or even the dead were made to speak, meaning that, even if physical and amusing miracles were performed by the Prophet (صلى الله عليه وسلم) even then these disbelievers would not have believed, similar to the other communities whose references are recorded in the Quran in multiple verses where their Prophets performed the miracles of choice but still they did not believe.

In fact, a question is asked to the believers, if Allah would have willed, He could have guided all Human beings, but it is so intended by Allah to keep the disbelievers as they are, and whatever they are doing against the believers, a disaster is going to befall them, which will seize the disbelievers soon, it is a promise of Allah and His promise is true. This punishment is because they did not believe in Rasoolullah (صلى الله عليه وسلم) and troubled the believers.
